I received this letter from Beaver County:

"You may be able to acquire a Pennsylvania Concealed Weapons Permit.  You
must appear in person.  You also must have a valid driver's license and a
valid license to carry permit issued by the State of [one's residence.]

If you have any questions or need further assistance please do not hesitate
to call my office at (724) 728-3934 ext 243.  Our office hours are Monday
through Friday 8:30 am to 4:30 pm except legal holidays.

Although that first sentence bothers me a bit, it sounds shall issue.  Were
I applying in Beaver County, I'd call ahead just to be certain there's not a
requirement to own property, a business, second home, etc. in Beaver County.
