As of February 10, 2000, the
Bucks
County Sheriff's Department webpage says that applicants must be
county residents. The page was last modified on December 3, 1999.
On January 21, 1997, however, a person e-mailed me the following:
"I called them over the holidays and they said they'd issue
if you had some regular business in the county."
