Chester County

I received an application in the mail from Chester County, and I'd say they
are discretionary.  The application included additional instructions, some
of which seem worded in an attempt to discourage one from applying.  Here
are some examples:

"When this application is completed, contact the Firearms Unit at (610)
344-6984 to return the application.  A time will be set for you to return
it."  I interpret this to mean one must make an appointment just to apply.
No mention as to whether a visit is required to pick up the permit when and
if it is issued.

"Section 27 requires a specific detailed reason for the request for this
license."  The application is the generic Commonwealth of Pennsylvania one
page application.  Choices on the application under Section 27 are
Self-Defense, Employment, Hunting and Fishing, Target Shooting, Gun
Collecting, or Other.  Next to Other, there is a line for a more detailed
explanation.  If you have to explain yourself beyond Self-Defense, I'd say
Chester County is discretionary.

Two references, who are not immediate family members, are required.  They
must also be Chester County residents.  A Physician's Report, included with
the application, is also required.

Finally, the strangest statement I've ever seen on a CCW application or
included instructions is this:
"... we are required to investigate and determine if the applicant is of
sound mind.  Since this cannot be done legally, we ask that you have the
attached medical statement completed by your physician and returned with
your application."

"I called and talked to a rep at the Chester County SO and they issue at-will providing you pass the backgrounds check. You do need to list 2 residents of ChesCo who are not relatives. No need for a doctors note and you can now get the application in Adobe PDF format from their web site at www.chesco.org

"You need to have a permit from you home state and attach a copy to the application."

From an anonymous resident of Chester County (July 30, 1999):

"I have recently applied for my CCW in Chester County. As for the need of 2 Chester County residents there are time when they do not require them. I have just moved to Chester County only a little over a year ago and didn't really know anyone who I though would make a good reference so I placed 2 people I know in Lancaster county. When I went to the sheriff's office, for what they call an interview (it's just to check and see if you live in Chester County and pay) I had informed them of this and they said it was Okay with them. I am hoping to receive my permit at the end of August because there is a 45 day waiting period."

From an anonymous person (May 3, 2001):

"I wanted to tell you that I called Chester County today (5-3-01) and the deputy told me they only issue non-resident permits if you are a ploice officer or have a business in ChesCo--a storefront business"
