Crawford County issues to nonresidents.  The application can be mailed out,
but it must be returned in person.  They use the Pennsylvania Instant Check
System, so see my advice on the main page.  A home state permit is required.
It's valid for five (5) years and costs $19 for a paper permit, $25 for a
laminated permit with a photo (they take the photo).
