"In reference to your letter sent August 10, 1998, regarding the process on
License To Carry Firearms.  I am sorry to say we cannot do the process
through the mail.  I have attached two applications, but you must return
them in person to our office.  The cost is $24 for application and photo.
The normal processing time takes an average of three (3) to four (4) weeks.
We would send you a post card stating your license is ready to be picked up.
You must return to our office in person to pick up your license.  If you
have any further questions feel free to contact our office at (717)
240-6390."

I called Cumberland County for a nonresident ccw permit. They will not
issue unless you have a permit from your resident state, even if your
resident state does not issue ccw permits.
