In DE county, you must appear in person twice - once to fill out the application and once to pick up the license. The letter states "A License to Carry Firearms may not be issued by mail, so you must appear personally..." Also, this sheriff's office apparantly performs thorough background checks. They even wanted to speak to my supervisor at work! Finally, when I went up to fill out the application, they demanded home AND work numbers for the personal references. On the one hand, this was not as convenient as doing the whole thing by mail; on the other hand they didn't hassle me and I got the permit once their investigation was finished. Oh, it took about two months from the first visit. ===================================================
