I got a couple of blank stares from the clerks in the office when they realized I was a New York State resident; however, they didn't hassle me about applying. Much better than having to supply finger prints and five 2"x2" color photos (NYS requirements). Took me about 1/2 an hour to fill out the single page form and get my picture taken. The one thing they griped about was that they were going to have to make long distance phone calls to my references. They did not ask me for a detailed explanation of why I wanted the permit. Reasons for permit listed on the form were: Work, Personal Protection, Target Shooting, Hunting and Other. Everything I've read implies that you need to show up in person for a PA non-resident permit. On the plus side, they said I would hear back in a week or so. ===========================================================================
