I received the following e-mail message on August 7, 1998:

Hi Ted,

Bad news first.  Received a letter from the Office of Fulton County
Sheriff Jim Pittman.  It reads:

"I am sorry to inform you that our office is not permitted to issue
concealed firearms permits to anyone outside our county.  We are only
allowed to issue them to residents of Fulton County."
