From Ken Grubb (Miami, Florida), September 12, 1998: =========================================================================== Indiana County mailed me two applications, one for me and one for my wife, so I assume they issue to nonresidents. However, you must provide two "qualified" references. [FWIW, I see no mention of the word "qualified" on the generic Commonwealth of Pennsylvania one page application sent to me.] An instruction sheet is included. On "qualified" references, it reads: "References must be 1) Residents of Indiana County for at least 3 years. 2) Must be 21 years of age. 3) Cannot live in the same household. 4) Cannot be a relative. 5) Cannot be related to each other." The application can be mailed in, but once approved a visit is required for issuance of the permit. Also "a photograph must be taken for the issuance of the permit." No mention as to whether they take the photo or the applicant must provide one. Aside from the business of "qualified" references, it all seems shall-issue. But reading and rereading the instruction sheet, I feel Indiana County is possibly discretionary.
