So, Lancaster County issues to non-residents on a non-discretionary basis, but you must pick-up and drop off the application form in person and then pick-up the permit in person (three visits total unless you're prepared and can complete the application immediately after you pick it up in which case only two visits are required). ============================================================================= From a resident of Lancaster County (June 10, 1997): "In the Lancaster section of Pennsylvania Non-Resident Concealed Weapons Permit FAQ it states that one can pay by check. When I apllied for the resident CCW a couple months ago, they would NOT accept a check, had to be actual cash or a money order. This is relatively new. Since everything else is the same for Non-res as for Res I thought you might want to know." ============================================================================= From a person who wished to remain anonymous (June 20, 2000): As of January 2, 2000, Lancaster County is using a new computer system to issue concealed weapons licenses. Passport size pictures are no longer required to be supplied by the applicant. A digital photo is taken at the time the license is issued and printed on the license card (now wallet size). The cost of a new permit in Lancaster County is now $25 including the photo. Previously it was $19 and the passport photos typically cost from $7-10. Concealed weapons license are usually issued within 45 business days of application, but the state can place an indefinite hold on the process. (Recent wait times I have heard of for residents have been about 3 weeks.) The license is good for 5 years. According to a newspaper article, it will now be possible to replace lost licenses for $6. Previously it was necessary to go through the entire process including background check and the cost was $19 and you had to again supply two pictures. According to the article, Lancaster County issues or renews about 4000 concealed carry licenses a year. There are 17,000 plus license holders in the county. (All the above information applys to residents of PA. No information was available to me concerning non-resident licenses.) =============================================================================
