Lehigh County issues to nonresidents, but is possibly discretionary.  The
instruction sheet states "this application under sec. #27, requires a
specific reason for the request of this license."  Also, the two required
personal character references must be Lehigh County residents and not your
immediate family members.

The application must be returned in person.  Two passports photos may be
provided by the applicant or the Sheriff's Office will take them for a $6.75
fee.  Bring your home state Driver's License, your home state carry permit,
and any other carry permits you hold.  The license is valid for five (5)
years and costs $19, plus a $6.25 lamination fee.
