Luzerne County issues to nonresidents.  Cost is $25 for a laminated permit
with photo, $19 for a paper permit.  [Interestingly, one must provide their
own photo for the $19 permit.]  Either is valid for 5 years.  A home state
permit and one visit to apply are required.
