They sent out a letter and applications, but it sounds discretionary.  The
letter reads:

"Enclosed please find applications for license to carry firearms. In order
to obtain the licenses after they have been approved you would have to
appear at our office to complete the process.

After completing the applications you may forward them back to our office to
the attention of Ray C. Gerringer, Chief Deputy Sheriff, who will handle
your requests.

Please include with your applications copies of your valid concealed firearm
licenses from the state of Florida, along with your prior address for
Pennsylvania and the address of any current property that you own within
Montour County, Pennsylvania.
