Potter County issues to nonresidents, but the two references must be Potter
County residents.  The cost is $25 and one must apply in person.  The
application startled me for a moment when I saw a line for make, model,
caliber, barrel length and serial number.  However, the form is multipurpose
and that section is for handgun sales.
