The process, I believe, requires two visits.  You need your current
permit from your home state, drivers license, and two non-family
references.

A quick e-mail to let you know that the Susquehanna County
Sheriff still issues to non-residents of PA.  The initial license
still requires two visits, however, a license renewal only requires
one visit. The renewal visit is to fill out the paperwork and have
your picture taken. The license is then mailed to your place of 
address.
