We do not issue to non-residents. It is our policy to issue to counties boarding Pennsylvania only." If "counties boarding Pennsylvania" were interpreted broadly and literally, the residents of several counties in Maryland, West Virginia, Ohio, New York, New Jersey and one in Delaware [New Castle County] could apply to Tioga County, PA. However, I suspect the statement was intended to mean residents of counties boarding Tioga County, PA. In that case, New York state residents of Steuben and Chemung Counties could apply to Tioga County.
