In return, I got a single paragraph letter from the Sheriff: "Dear Applicant: We are in receipt of your request for a Pennsylvania License to Carry Permit. Before considering your request, we require a detailed letter explaining why you wish to have a permit to carry from our county and state. Also, we require a copy of your out-of-state carry permit. We generally do not make a practice of issuing permits to residents out of state, but if there is a valid reason for your request, then we will take it into consideration.
